Robert Morales’s Captain America run was very odd by the standards of mainstream superhero comics (and included some work by artists I would not have guessed would have drawn Cap–Eddie Campbell, here), but I really like his handle on the characters and his insistence on making the series engage with real-world politics. He died in 2013; I wish he’d written more comics. This is from 2004’s Captain America #27.
